absolutely. I guess it's possible this could change in the future but I think very unlikely no matter what other changes they make. Even if this option went away, you'd still have the independent exchange companies and private exchanges as well as the ability to rent out and pay cash for a replacement.
Yes. The only current restrictions are using points for DCL cruises, Adventures By Disney, and maybe one other thing (can't remember!). Definitely you can trade in your resales points into RCI.
...however, if you plan to do it regularly, you should consider instead buying a smaller contract to cover just your DVC stays. Even resale, using DVC in RCI is not a particularly good value.

It is my opinion that the average person who goes into DVC planning non DVC trips will end up doing more non DVC than they think over the years. This means if they plan to exchange maybe once or twice, it'll be more like 3-5 times, or every 3 years more like every other year, etc. I totally agree with Brian in that I would not buy to exchange and simply buy less points. There are NO situation where buying to exchange is reasonable, there are a few situations where those that already own might come out OK exchanging.
