Requesting a room change at check in desk

Has anyone ever requested a room change at the check in counter on arrival day for a room(s) that would be CHEAPER and gotten their request and a refund?

I'm chuckling to myself because I've read so many posts over the years from people wanting to know about upgrades and I actually want a step down but if I can't get 2 rooms next to each other then I keep what I have.
 
I have gotten a refund when Disney downgraded me, and a call that day advising me. Disney would have no reason to refund you if you request the downgrade. This would be a way to manipulate the discount system if the room you want is the cheaper one but not available (as I often find) on discounts so I can’t imagine Disney would allow it- but report back if they do.

Wouldn’t they just charge rack rate for the downgrade? I doubt they’d try to figure out a discount rate that’s not showing in their system. So I don’t even see why anyone wouldn’t just book the lower priced room in the first place.
