You can get the dining plan (DDP), the member you rent from has to add it to your reservation. You will pay for the plan when you check-in. For 2007, is it $38.99 per adult and $10.99 per child per night of the reservation. Everyone on the room must be on the DDP, and it must be for the length of your reservation.
It does not matter where you obtain your park tickets, the DVC version of the DDP is not a dining/ticket package. The DDP is a separate add-on.
Also, if CRO does happen to offer free DDP this year, DVC reservations do not qualify, DVCers still have to pay for the DDP if they want it.

The owner can add it later, but it must be on the reservation prior to check in.
It is not a good idea to wait until the last minute. MS has been telling members to call at least 72 hours prior to check in, but reports indicate that if MS is open, you can add the DP closer to arrival than that.
Same goes for cancellation - don't wait for the last minute if you can help it and make sure you (or the the owner if you are renting) call before check in.
