Once the reservation is made DVC emails the owner with the confirmation number which they should forward to you. Once you have the confirmation number you can link it to your MDE account and from there you should be able to make ADR's, you will need to purchase tickets and link them to your MDE account in order to make fastpasses. If you want the dining plan, the owner you rented from will have to set that up for you.

Also, can the owner put location request on the reservation? (ie. Request an upper floor)

Yes you can purchase tickets through MDE, and the owner can put in a room request for you.

I also have a question to add to this....

If we buy tickets from another dealer (undercover tourist or AAA) can we add them to the MDE and get a magic band or will we have to wait until we are at the resort?

Magic Bands do not "come" with tickets. They are part of the resort stay. You will get Magic Bands even with no tickets at all.
