Renting a car from MCO-Port-Port-Univer.-MCO

Some friends of mine are going from the airport to Port Canveral then, from Port Carnaveral to Royal Pacific, then from Royal Pacific back to MCO. They aren't really crazy about renting a car but are afraid a towncar transfer would be too much $$$. Can anyone tell me the best options and possibilities of renting a car? They are checking ofn the price of the towncar service but I wanted to let them know of other options.
