Renting 2 cars from 2 different companies

My family and I are going to the World in June. I have already reserved a car for my family through Budget. My sister and her family will be joining us as well. I just found out that they do not have a credit or debit card to rent a car with. I know that I cannot reserve another car with Budget for her but can I reserve a car with another company and add her as a driver?
 
Can your sister get a (small) credit card between now and June? You'll have to list your sister as an additional driver. You might have to pay extra. Are you sure you can't rent two cars from budget? One in your name and one in your wife's name with your sister listed as an additional driver?
 
She could get a credit card but refuses to. I don't blame her. She got into credit card debt and has just got everything paid off and cut her cards up. We were going to drive but decided to fly since the price for flights were not much more expensive than driving and hotels. I guess we could do that with Budget. She will be paying me back so she can pay for the extra driver fee. :)

She can reserve her own car with Alamo or National, with a debit card and proof of return home.

She probably should either get a credit card or at least a debit card but some people need to be cash only until they learn how to budget.

Sounds like that won't be happening before this trip.

Okay, the OP would have to go to the rental counter with the sister and be the Primary Renter. They'll want to find a rental agency that doesn't charge for an additional driver, and the sister would be that driver. The sister would be the ONLY person in her party authorized to drive the car.
 
JMO but the sister should be renting from the same agency as the OP, even if she has to pay an additional driver fee. Why should the OP have to go to two different locations?

I guess the OP could go to budget and the OPs wife could go with the sister to a different agency but I'd only do that if the difference in rate was substantial---at least $50 maybe $100.
