Rented DVC on ebay - help :/

The $95 fee has to be paid at the time the reservation is made.
OP is correct, the $95 fee is paid at check-in.
I believe there's a different scenario; trading out of DVC, where DVC charges a $95 fee when the reservation is made. That might lead to some confusion. But, for an RCI reservation, marsh0013 is correct. The $95 fee is paid at check-in.
 
OP do you know if the seller aquired your stay as a trade or did he/she buy an "Extra Vacation" from RCI? We belong to RCI still but have sold our TS. We would occasionally buy Extras but DVC was always listed at a ridiculous price. Is it improper to rent out an EV reservation?

I'm not sure how they purchased it. I made the purchase less than 2 weeks ago so it's more of a last minute trip. I received an email from RCI within 45 minutes of paying for the trip with my guest certificate.

I have thought about purchasing a resale timeshare since we rent so many of them either through owners or SkyAuction. I don't like the new SkyAuction vacation certificate website and it seems there isn't as much availability these days. DH gets 5 weeks vacation per year and we try to take at least 3, week long vacations per year. I would love to have access to rent DVC.

You can rent DVC points from any owner. We don't own DVC but we have rented points several times through the Rental Board here on the Dis and on another similar site. For some reason, the ebay route worries me more.
We have been TS owners in the past and while we didn't dislike it, we prefer being renters. We get a great deal with 0 commitment.
 
Yes, you can rent through rental board (direct from owners) or through at least two other sites. The sites are $14-15/point with a minimum number of points. You can sign up for their newsletter to get last minute deals too ($10/point, expiring 02/2016, etc.) but if you want to plan far in advance and want specific accommodations, renting from someone who actually owns at the resort you are staying at is best.
