rental car cheaper thru UK company

I have been searching for a one day rental (no discounts or real deals to be found - $70 plus for one day w/o fees). I did find a UK company that would rent a car (in US dollars) for $40 plus. (The rate also included all the fees that are added on like CDW, etc.) What am I missing here?

I think they can only rent to UK residents.

We've asked before on the UK forum - found a great rate through a UK agent - but no go

Read the terms and conditions - most of the time with these rentals you're required to prepay for a full tank of gas.

What dates/airport/car are you looking for?
