Rental Car Age Requirements???

Most of the companies have a per day charege for someone between 21-24 to rent a car. Now with National, do you need to be 25 or 24 do not pay the surcharge? Probally a stupid question but I wasn't sure if it was through your 24th year or until you where 24!!!!

According to the National website, the fee per day is $25 for drivers under 25 yrs old.
BTW, Enterprise only charges $10 per day for drivers under 25.
