Do you know if you can cancel reservations for dining at Remy/Palo after embarkation date (i.e. while on board) and if so is there a penalty/cancellation fee?

As long as you cancel 24 hours ahead, there's no charge. From the DCL website:
When Guests have not cancelled a dining reservation at Palo at least 24 hours prior to the reservation or do not arrive at the restaurant to honor their reservation, the reservation is considered confirmed and 100% of the per person cost is applied to the Guests' folio.

When Guests have not canceled a dining reservation at Remy at least 24 hours prior to the reservation or do not arrive at the restaurant to honor the reservation, the reservation is considered confirmed and 100% of the per person cost is applied to the Guests' folio.

Sure can! If you do it at least day in advance, there is no penalty at all.
