A lot of banks offer them. It would just depend on what you want the card for (i.e. ATM transactions, retail purchases, gasoline fill ups, etc.). Your own local bank may even have one.

I agree, but you'll want to check the fees. I checked my local bank (not a national one) and it was $4.95 to start it and $9.95/month to maintain. WOW!
AAA has a Visa TravelMoney Card. Similar to traveler's checks, but now in debit card form. I think it was $5.00 initially, but no monthly fee. I think we might have reloaded at one point too, and there was no fee.....but not 100% sure.
I assume you want a prepaid card, that you can reload, as opposed to a gift card, which you cannot reload.
I noticed through that link that Walgreens has a service these days. There's no monthly fee if you put $1000 a month on it (there is a direct deposit option), $2.95 a month otherwise. No ATM fees at Walgreens, $2.95 otherwise.
I'm sure there are other options too (looks like Chase has one, as does USBank), the Walgreens one just caught my eye because it was in the search results for my city.
