Release of promotions???

Hoping someone can answer this question for me. Historically when does Disney release promotions? I read on the boards that people were speculating the release of Pin Codes, FD, or room only discounts the beginning of October. Does Disney typically offer package deals at the beginning of the month, or is it random?
