Regional tips from NC budget shoppers?

My friend lives in NC and has never been a budget shopper- until she accidentally didn't roll over her 401k and now owes over 10k in taxes! Lots of my best budget helps are specific to my location though - the best grocery stores, the charity that playto's closet donates their leftovers to and they get sold for $1....So I wondered if anyone can give me some NC-specific advice to pass on. She lives between Raleigh and Greensboro.
 
Big topic what are you looking for more specifically - consignment/thrift stores? and answers depend alot on knowing more exactly where she lives (Raleigh to Greensboro covers quite a bit of ground) Durham/Chapel Hill area is about half way... There are lots of consignment & thrift stores around the area (lots of colleges), Places like Sams/costco, lots of good stores for couponing...lots of 1 weekend consignment sales. And yard sales season is starting up again around here.

Grocery: Harris teeter doubles to .99 (occasionally runs triples or super doubles to 1.98), Krogers doubles to .50. Some stores are much more coupon friendly than others.
