So im wandering, what exactly are they doing when an attraction is down for refurbishment. Like Splash Mountian is down right now :( what are they doing to it, just touching up paint, checking for broken parts? does anyone know?
 
I have no idea, but my assumption besides what you thought which are also good points, is that they put new chemicals (or whatever they use as disinfectants) in the water, they make sure the anamatronics are working correctly electrical wise and they do extensive safety inspections to make sure all else is going well.

In Splash's case, I understand they are replacing the entire lift mechanism. There are certain parts that will wear down and have an operaitonal life, and these need to be changed every so often. These refurbs are then scheduled to take care for this.

In some cases it might involve tocuhing up the paint are fixing things that are broken (such as a character in a ride that is not working).

In the POTC refurb of 2006 they changed the ride.

Other refurbs like the Haunted Mansion Holiday are to add temporary show elements.
