Refund When Disney Changed Requirements

OP hasn't cancelled anything. Her cruise is scheduled for October 2022 and she's discussing hypothetically cancelling if the policy changes in the future.

She had a cruise scheduled for this month (February) that she pushed out to October. That change was done in January. The penalty from the February cruise carries to the October cruise because it was pushed out less than 60 days prior to sail date.

She is now considering cancelling the October date... but will be subject to the February penalty that was waived/postponed.

It's confusing when you're talking about an October cruise. I had to read through the posts a few times to finally get it. I've booked some cruises the last two year and cancelled, but never rebooked within the cancellation penalty period nor held onto a cruise so long DCL cancelled it. I'll admit I'm not up on all the rules. I think these days you're better off booking a month or so out. You'll probably get a discount doing so. Then again, I guess you get a better discount if DCL cancels it.
 
We were within 60 days AND don't have an under 5. WHY would they offer a full refund to us just because under 5s have to be vaccinated?
Can your room accommodate an additional guest? Would there be any advantage to adding an additional guest to your booking now? I honestly have no idea how DCL changes/cancellations work. Just wondering out loud.
 
Unfortunately all of that is the complete opposite of what our TA told us. We are PIF because our cruise was in Feb. He told us since we had already moved it once we could not transfer to a new booking. I'm so confused about all of this.
I would call the cruise and ask the question, with all the rule changes they may not be correct. I know using a TA can get you discounts and help if you do not have time or expertise to do the planning, but it can also muddy the waters if they are not fully up on changes and rules. Some TAs only work cruises and specialize in a specific cruise line, then I would expect their answers to be more accurate, but again with daily or weekly rule changes nor one know everything.

Yes an October is 9 months away. I don’t think they’ll refund money based on what may or may not happen. At this time there’s no mandates for kids under 5. No one knows if there will be. There may not be mandates for anyone by then. I’m not sure a CM would have the answers.
 
The ships are empty enough as it is I'm not sure Disney will go that route, but I think you'll be fine regardless.
Yes - that's the way I'm leaning right now. With other countries in Europe doing away with vaccine requirements, and DeSantis' lawsuit over Norwegian cruise vax requirements going to appeals court in May, I half wonder if the tide will turn and they won't extend the requirement for little kids.

Eventually things will go back to normal. We just don’t know when yet. I do share your sentiment that the tide is slowly turning. It would be nice to put this behind us.

Pfizer is almost ready to roll out vaccines for under 5s. Based on Disney's previous handling of the 12-18 and 5-11 groups, it's likely that they will require the under 5s to be vaccinated. I wanted to know what the refund policy was when they required those groups to be vaccinated since our extended family would take the refund. Disney had a very small window to get a refund if you didn't want to vaccinate your kids so if my family doesn't get it when it's offered, they're gambling that there won't be any restrictions in October. I'm not expecting a CM to know what will happen. I was asking what already happened.
 
Unless those kids have known, documented issues with receiving vaccines (such a small percentage of the population has this that it's incredibly unlikely to happen to both kids), there is no good reason to not get them vaxxed, and it's socially irresponsible not to.
