Recommendations for WDW Birthday activities???

Hello!

My wife has been undergoing chemotherapy for the past year, which has been extremely hard on all of us, but especially our 3yo DS. We're taking a big, WOO-HOO trip in November, including a short cruise and a bunch of days at WDW, but given the trauma of the last year, we've decided to take a brief (2 and a half day) on-site WDW trip in mid-June. As it turns out, it's going to be right around DS's birthday - he's turning 4yo. We've been to WDW a lot, but NEVER around any of our birthdays.
I guess I'm asking for advice - what can we do (or what can we ask Disney to do) to make his birthday as special as we possibly can? Any and all suggestions are welcome.

Make a priority seating at a character meal and let the CM know it's his bday.

Stop by City Hall at MK and get a Happy Bday button.

Ask for a Happy Bday phone call at CIty Hall.

Arrange for a delivery from www.disneyflorist.com to be waiting in your hotel room.

Also, what's a happy birthday phone call?

Does anyone have any opinion on which are the best restaurants to make PS for on the big day? Some have recommended Chef Mickey's. Anyone else?

Chef Mickey's would be great for a bday. Usually, CM's make a huge deal when they see a kid with a happy bday button.
