Yes, you can use resale points for RCI Exchanges.

It's worth noting that if you couldn't do RCI with resale (you can) and bought 25 points direct to get that benefit, only those 25 points would be tradable.

Similarly, only the points purchased direct can be used for Disney Collection or cruises.
