Paris. I have heard it is very dirty, crowded and the locals can be rude to Americans, but I don't care. I want to sit outdoors at a Parisian cafe sipping coffee and eating French pastry while gazing at the Eiffel Tower.
Only speaking for myself, I adore Paris. Yes, it's a bit dirty in places and crowded (it's a big city, so I didn't think it was unusually so) but I generally found people to be courteous. And if you replace Eiffel Tower with the Opera House, I spent an amazing afternoon doing exactly what you describe. It was magical.
So many things your eyes fall on seem straight out of a fairytale. Gritty in spots perhaps, but authentic. And Parisians are not rude, they're just not sycophants like maybe some tourists are used to in other parts of the world. The service we received was uniformly efficient and professional.
