Can you use disney gift cards for Ralph Brennan or any other downtown disney dining option for payment?

No. The DtD dining locations are not owned by Disney so do not accept Disney gift cards. Similarly the non-Disney retail locations in DtD, i.e. Build-a-Bear, Ridemakerz, Lego, do not accept Disney gift cards. I know those retail locations will accept Disney dollars (the paper "currency" that Disney sells), so it's possible that the restaurants will take those.
