Would Universal Studios or Islands of Adventure be best to do if it is supposed to be rainy?

I'd say Universal Studios is a better choice. There's a lot more inside and there would only be like 2 attractions closed if lightning was in the area.

If there was no lightning, you COULD do Islands of Adventure, but the coasters and stuff would be painful with the rain.
