quiet pools - value vs moderates

Hi! We usually stay at POR but last year stayed at POP for a few nights before our cruise. Usually the quiet pools at POR are "open", but at POP the quiet pool had a closed sign and cones all around after 10, if I remember correctly. The only difference I could see was the quiet pool at POP has a lifeguard station whereas POR quiet pools are unattended. We haven't been back to POR in awhile, so I just want to make sure that the quiet pools are not barricaded off after 10pm. TIA!

The quiet pools at POR are open all the time. The main pool at POR does close.
