Sorry if they have been previously asked and I'm being oblivious.

1) Are these a perminant thing or just for the 50th Happiest Celebration On Earth? When I go in early '08 will they still be there?

2) This is going to be hard to say and have you understand what the heck I'm talking about but I'm going to give it a primevil whirl...Say MK is open early in the morning, would EPCOT be open late? (substitute parks for any of them, they're just being used as examples). In other terms, will there be an early and late every day or will one day have a morning and the next day have a night, etc.?

It's Disney so they could change it at any time.

It use to be E-ticket for 3 hrs at MK only for a charge.

Most days they have 1 morning ( say MK ) and 1 Even ( epcot) .
There is a fixed schedual but that could also change.
Tl & BB also have everyday EMH in the morn. as well right now.

The calender is really only good up 3 months anything behond that could change at any time . I think they are having success right now with EMH so I hope they continue it.

Not necessarily. The original ad campaign went something like, "Each day, one park opens an hour early or stays open up to three hours late" for Disney Resort Guests. But now, while each park opens early at least one day a week and each park stays open late at least one night a week, there are days when it's either/or, and there may even be a day with NO Extra Magic Hours.
Go to the DIS home page (see DIS Home link at top of any forum page) and in the list on the left, there's a link for park hours. Then you pick a month and that month's calendar will show all the hours, EMH hours, parades, fireworks and special events.
