Questions about Dining Plan

Hey , I'm sure this has been answered before but here goes !

Is the dining plan that is mentioned in all of these threads ONLY available with a package purchase?

We are coming in this Friday for 4 nights, getting our annual passes and had heard about the Disney Dining Experience pass. Understand there is a wait to get the actual pass - so it may not do us anygood this trip. What do you think?
May try for the dining plan if available to guest of the WDW resorts?

Appreciate any suggestions.

Dining plan is an add-on to the packages, so that won't work. I know you can get a temporary DDE card, but I've only read about picking it up at Epcot. Hopefully someone will come along with more info on it.
