Question Regarding Booking Member Getaways

This is a question that was included in the FAQ on the DVC Member Website.

Why can't I book and travel on a Member Getaways Vacation in the last 4 months of my Use Year?

I think I know the answer to this but I want to be sure....

Does this mean I can NEVER book a Member Getaway Vacation for travel within the last 4 months of my use year?
(I.E., it is the 1st to the 8th month and I still cannot book the travel for within the last 4 months of my use year.)

~~ OR ~~

Does this mean that it is only once I reach the time period when I am within the last 4 months of my use year it is only at that point that I cannot book and travel within those last 4 months?
(I.E. As long as I physically make the reservation during the 1st to 8th month of my use year, I can then travel for within those last 4 months; I just have to do make the reservation in advance.)

Can someone clarify this for me?

FYI --> For those of you interested, Disney does answer the question with this:
Disney Vacation Club converts your Vacation Points into rental inventory to pay for your Member Getaways vacation. We have learned that inventory submitted within the last 4 months of a Use Year is difficult to fill, so we have no guarantee of recouping the costs.
This seems reasonable; I get that Disney is still a business and needs to be able to cover their costs.

It means the second. You cannot both book and travel in the last 4 months, but if you book ahead of time, you can travel in the last 4 months. You need to make the reservation in advance.
