Question on AP RAtes on Universal Site

I was checking hotel rates for RPH on the Universal site for APHs. When I checked dates within the next three months, the site gave two sets of rates - the bottom set substancially lower than the top set. Both sets of rates are listed as Annual Passholder Rates - is the bottom set for FL residents (I could not see on this page where it indicated the distinction between the two sets of rates)? For months beyond March, only one set of rates are provided.

Both rates are for all AP holders. I don't know why it lists two sets of rates but it often does. Someone once said they were for obstructed view but I'm not sure if that was just conjecture.

In the past I have requested obstructed view at RPR and PBH and was told on the phone that only HRH has obstructed view rates.

I'm with you, I need a room could care less about the view since I'm not in it too much. Would benifit from the lower rates.Everytime we go we have been sometimes put in a room with a view and some no view but will never pay for it. On a cruise is a different story, view is everything.
