Rules regarding CCD differ by church or diocese too. I never had to go to CCD every week, our church did it once a month. My friend's church did 1 week over the summer, monthly, or weekly classes, you could choose which way you wanted to do it. You also don't really have to go every year depending on the parish. Another friend was confirmed but had only gone to CCD the years before Communion and then 2 years before Confirmation, but not the years in between.
For baptism, my husband and I didn't have to go to any classes for our daughter, and I only had to go to class for one of my godchildren. The class was after Mass one Saturday for about an hour. We watched a video and discussed it and that was it. We also didn't have to show proof of being Catholic, but di have to show proof of the godparents. The church our daughter was baptized in isn't our regular church anyway, we did it near my mom's house in another state, so we weren't even registered members of that parish.
