Can you use your room charge key at all dining restaurants?

ANY purchase you make at any of the theme parks, water parks, resorts, and the Disney-owned stores within Downtown Disney can be made simply by presenting that room card.

As long as the restaurant is inside any of the above locations, then the answer to your question is yes.

I think the only exception is roving vendors, like the CMs who sell the light-up toys before and after the Spectromagic parade.
