Do these have to be new sealed bottles? Can I buy that cheapy plastic set and fill them from home. Don't want to sound cheap but travel size shampoo is $2. and I can buy a set a travel bottles for that price and fill them from full size bottles.
 
You can buy and use refillable bottles as long as they don't go over the alloted maximum ounce size. I do this all the time with my shampoo/conditioner and liquid body soap.

They do no have to be new bottles of the products.

no you can buy other bottle as long as they dont go over the 3 oz. i do the same thing with the shampoo buy the shampoo from costco and fill them up each trip to save money. the more money you save the more you have to spend on your trip. they have nice ones in target for i think .99 but if you can reuse them over and over it pay for it self.
 
They don't have to be new or sealed but IMHO it helps if the oz are marked on the container.

For the most part you will be fine filling the generic travel size bottles but if you can find them with the oz markings you know you will be fine. Some TSA agents want to see the oz marked clearly on the bottle others don't bother.

I usually re-use the travel size bottles because they are clearly marked as to what they are and the oz. Even if it isn't the same shampoo I put my shampoo in a travel size shampoo bottle, conditioner etc.
