Question about MNSSHP (halloween party)

A friend will be at Disney for just one night before her cruise - on 10/31 - and just found out that that the Halloween party is sold out for that night.

Is there any way to still secure tickets?

I believe that if the party is sold out then there would be no way to get access to a ticket for the party.

I am sure if I am incorrect then someone will come along and let us know.

If she is military she can still buy a ticket. Disney sells the military tickets only as walkups so they will still sell them the day of after a party is sold out. Otherwise, I think she is out of luck.

Not military. I didn't know if any were reserved for DVC members or Annual Pass Holders. Or if they were ever sold once purchased.

Nope, they are non-transferable and non-returnable once purchased. Disney will refund tickets for rare occurrences (they did so for us a few years back), but I wouldn't count on being able to scoop any up. Sorry.
