I have noticed that they always ask whether or not you are on the DDP prior to letting you know if they have availability or not for an ADR. Does it make a difference? Do those with ADR's get preference over those of us without them? Or is it the other way around? Just curious.

I asked this question of a CM when I made our ADRs. She said they just make a notation on the ADR. When your server comes to your table, they will ask the same thing. They make up different tickets for those on the Dining Plan.

Your question is a bit confusing. I think you are asking if being on the DDP makes a difference in your ability to make ADR's.
I would answer no, it does not. I believe they ask and note it, but it in no way impacts whether you are able to make an ADR.

I was curious because they ask prior to telling you whether or not there is availability, not when you are actually booking the ADR.

I think it is so they can read you the correct spiel. If you are on the DDP they will tell you how many TS credits the meal is, etc.. That info would obviously not be needed if you were paying OOP. :)
