Does anyone know if DVC plans to have a concierge level at Kidani, or is that strictly a Jambo thing?

Unfortunately, everything that I have seen indicates that Concierge will only be at Jambo House.

Only the middle two categories will exist at Kidani - Standard View and Savanna View. Concierge will indeed only be at Jambo House, along with the lowest category Value, which is due to the small size of some of the converted villas.

When they converted the deluxe rooms at AKL into villas, they had a few rooms on the sixth floor - pool and Sunset Savanna views (no Arusha Savanna). The smoking rooms at AKL were located on the sixth floor. So they gave them to DVC to convert to villas. Since they were located on the same floor as the Concierge Lounge, they had to be concierge villas.

Since Kidani doesn't have this situation, you shouldn't expect for there to be Concierge villas at Kidani.
