question about fast passes

I have heard that during slow times they don't have the FP. Will they have them during sept?? Are there any rides that have them even if it's slow?

When we were there the last week of April, the Haunted Mansion was not using fastpasses at all, which surprised us (the year before, during the exact same week, the fastpasses were in use). A cast member told us our first day that the fast passes would probably not be in use all week. Stitch's Great Escape also did not have the fast pass machines in use for most of our trip.

FP use varies from attraction to attraction. If a FP-enabled attraction is receiving heavy enough traffic on a given day, they'll fire up the FP machines. But it makes no sense to mess with FPs if the stand-by wait time never exceeds a short time.

We usually go in early May & early December, it's rare for the machines at Maelstrom to be open, I don't think Stitch was open in May either. On the other hand, Space Mountain, Peter Pan, Test Track, Safari are always open (assuming they did not run out) and we usually use it.

If I remember correctly, when we went during the first week of October, fast pass was working for everything but haunted mansion and maelstrom. I can't remember is there were rides in MGM or Animal Kingdom that weren't in use.
