Who in DVC can not use ??

You cannot reserve the Disney Collection with resale points purchased after 3/21/2011.

The points charts are on the member website.

If you have qualified points (ie, not resale purchased after Mar 2011) then you can use the Disney collection no matter how many points you own. But the hotels are points only so no combo of cash/pts. Cruises - you can't pay a combo cash/points for a single person but could book one person points and additional people cash. Same for ABD. And it's also a $95 booking fee except for the DL hotels.
