Let's say I have a PS at 8PM.
Someone without a PS comes in at 7:59 and gets on the waiting list.
Will the walkin person get a table ahead of me?

No. A PS means that you will get the next available table for your party size. Once you have checked in, the only people who will be seated before you will be people who also have PS's and who checked in before you. The walkins will only be seated when there are no people with PS's waiting.
