When buying into DVC, do you get to take advantage of some of the promotions Disney runs? Like the gift card promotion they have now, free dining, etc.?

No, those promotions are through Disney Travel Co and require a full price room purchase, which DVC is not.

The only way to take advantage of those types of promotions is to book a stay directly through Disney and not DVC. Being a DVC member doesn't stop you from paying Disney more and more money.

Once you own DVC, you're no longer making your reservations through CRO, or giving them any money, so there's no reason for them to give you free dining or any of their other promotions.

You'll need to consider how you usually vacation and work out the math to see if DVC works out to be a better deal than just hoping/hunting for discounts. For me, DVC is the far better deal. When I compare the cost of a villa through CRO to what I pay as an owner (buy-in cost + maintenance fees), I could add the deluxe dining plan and still pay way less than I would for a free dining package for that same villa.
