Another option is ACDSee Photo Editor. It is very similar to PSE but IMHO it is easier to use and less expensive- two big pluses in my book!
I switch between CS2 and ACDsee Photo Editor 2008. I like some of the more powerful applications on CS2.
But for an easy to use, inexpensive software, I love PE 2008.
If you are going to digi-scrapping, the way to go is with a decent editing program. Too soon, ya get addicted and want to be able to do more. LOL

Photo Editor has some really awesome features including the ability to use psd templates, abr brush files, text on a path/in a shape.
It uses layers like PSE but I find it much easier to work with them.
Photo Manager makes my life so much easier- I can actually keep track of the kits I have bought and it gives me more time to scrap, instead of searching for that paper/element I know I have *somewhere*
