Problems placing BOG order

I am leaving in less than 2 weeks. When I got into MDE it says that I can place my order. However, when click on place order a screen pops up telling me that if I change my order my ressie won't be cancelled. It looks like I should be able to scroll down but I can't. The rest of the message doesn't show. Is this just technical problems and I should try again later?

I tried to do it on my app but I can't see where to place the order. Can I do it on the app?
 
You should have a green "Start Order" button below the text in that pop-up window. On mine, if I shrink the size of the window, that button gets cut off and there are no scroll bars to allow me to scroll down and see it. But if my window is maximized, it shows up.
