I don't think it's so much of Disney not thinking people have older phones I think it's that they want to tweak and improve and add things to the app that older Android versions aren't capable of. There are many things that are like that. My last company I worked for the lastest version of Internet Explorer they authorized was version 8....you know how out of date that version was last year?? It was soo annoying because I needed to use Google Maps as a vital part of my job but Google Maps no longer functioned properly with the version 8. The street view was all messed up and it wasn't always giving you the right location. I didn't blame the issue on capatibility of Internet Exlorer version 8 and Google Maps. I blamed my company who wouldn't upgrade to more current technology.I confirmed on the phone with Disney tech people, they will not allow you to log into an old version of the software. They used to, but stopped. There's no way to run MDE app on your phone with KitKat or older. I say this as someone who took Android at their word they would release Lolipop for the phone I purchased and then reneged. So I blame them or those shenanigans. And for making 4.4.4 sooooo much more difficult to root than other builds. This is something we could do in my house but its not worth the trouble.
But some blame also lies with Disney. Its not unreasonable to suspect many of their park goers have "older" devices. And with what we spend to go there, making life hard should not be in their play book. Make sure to write a negative review for the app and call them to voice disapproval. Likely won't change anything for this version, but maybe they will be more careful next time.
How much money you spent to go to WDW is irrelevant in regards to their app working on your specific cell phone device.
