Problem w/ add-on, who to contact?

We put our deposit down 3 weeks ago, and still don't have the correct paperwork despite it having been drawn up 3 times now. We have been calling QA and they have told us it needs to be done though our guide. I understand this, but he is either always away or takes a while to call back. I am getting no where with him or QA, where do I go next? I am thinking a manager, but what number do I call to speak with one? Thanks!
 
Call the regular sales number and ask to speak to a manager. They will be able to help you. And maybe while you are at it, you should ask for a new guide!
 
It seems recently I have seen a lot of people on the boards complaining about their guide. Is there a reason this is happening. Are they short staffed, are they not training as well as they used to. To be honest, I bought resale in June and have yet to hear from my guide (besides a generic email when they're pushing a new resort or something.) Not a real problem for me as I haven't really had a need for him, but there seem to be a lot of upset DVC members.
