My youngest son did this for his proposal meal at the Grand Floridian. The menu, I believe, was from Citricos. They dined on a private balcony at the GF.
The menus you see online under the resorts for private dining are Disney speak for room service.
Private dining events like the one Pakey's son arranged can be booked by calling the specific resort. I think it's pretty common at the GF. We had one several years ago. I know people have arranged it at the Polynesian too.
