In order to make PS ressies, do you have to be staying at a DL resort? I know in the past when I have stayed at WDW, you had to be staying onsite. Is this the same for DL?

I don't believe so. I'm almost positive anyone can make reservations, regardless as to where they are staying.

Anyone can make PS's, regardless of what hotel they are staying at.

Some places have a 60 day window for the ressie's.
