There is no reduction for late entry into the Disney theme parks available to the general public. Occasionally, they offer local residents discounted after-4PM tickets to Epcot, but I don't believe even they're available at this time.
The only place I am aware of that does this on a somewhat regular basis is DisneyQuest - but even that ticket offering is up to the manager on duty's descretion - so it's not always offered if it's busy.
shoes99 is correct - attendees at conventions on disney property can purchase half day passes (entrance after 2) at a discounted price to use after their meetings for the day.
It might be different for different conventions based on the contract, but for ours coming up in February, tickets are half-priced only for entry after 4pm, and $10 more than half-price for entry after 2pm.
Unless you plan on never going back to WDW ever again, it's really not that good of deal since one day on anything more than a 5-day No Expiration ticket comes to less than these half-price tickets, and one day on a 7-day or more No Expiration ParkHopper ticket is less as well...and the discounted tickets are only good for a single park entry. Ergo, it's more cost effective to just "buy ahead" and get the most no. of days you can afford with No Expiration (w/ or w/o ParkHopping) at one time than a single day late entry ticket.
Don't worry, conventioneers aren't getting anything free...even room rates are about what anybody else would have paid if they would have booked early enough, or at a AAA-rate when available; the only benefit the convention contract allows is for people attending the convention to get rooms at the early booking rate up to a month before the convention instead of having to decide 6 months out.
DW was able to get one of these convention tickets one of the days she hadn't planned on going to the parks. She had to give a room number showing she was connected to the convention.
