Premium Plan and DVC rentals

Can DVC owners who rent out points book a premium package? I know that they can book dining plans, but can they book other packages as well?

not sure - just know dvc members can book the dinning plan w/wine

MS tried to talk me into that not long ago.

cheap generally don't do the DDP much less anything else - this was for my brother/s trip.

I understand that the premium or platinum plans cannot be booked as part of a DVC stay, only for cash.

No, you can't book the premium or platinum package on a DVC reservation. Just the Disney Dining Plans.
