possibly silly question... about going during a discount time

We have never been to Disney during a special promotion like free dining. We do like to go during low attendance times.... does a special promotion such as free dining really crowd the parks in a time that is historically slow? Or does it still stay pretty slow in comparison to peak times and such.
 
Free dining periods can have it's peaks and valleys.

Crowd levels is a very subjective thing. I think overall, you will see (depending on exactly when you travel) the crowds are moderate. Less than peak periods.. but more than the slowest times of year.
