Let's be honest, atm the lagoon is just taking up 20-30 acres of land which could easily be landfilled in the future to create a new 'island' (Middle-Earth, anyone?
).
But if that's not going to realistically happen, then I think UOR should do something with the lagoon and maybe introduce a nighttime spectacular fireworks display, or a pyro/hydro show in the same vein as DisneySea's BraviSEAmo in Tokyo. Anything but Kite Flyers.
The boats would be stored behind Seuss where a waterway currently leads from the lagoon via under the LC bridge, so there is obviously easy access for these boats and floats and they would not have to be stored in the lagoon ruining the daytime view.
The issue of fireworks is dodgy - they would have to be placed around the permieter of the lagoon and facing inwards at a drastic angle, as with crowds lined up completely around the edge of the lagoon, it would be a safety aspect to have fireworks explode near them. And Hulk would obviously have to close early to accommodate this new show.
