We didn't use them, but they are not located so that they are accessible to the tables & chairs (you don't have to pass the cash registers to get to them). I saw no signs saying who could or could not use them and saw no one policing the area to prohibit anyone from using them. I assumed that they were there for all resort guests to use (I figure that they know some people will bring their own food and eat in their rooms, so if they can lure some of these guests eat their home brought food in the food court area, there is that much less (insect attracting) food being spilled in the rooms and if you bring the whole family over to toast some bread or warm a bagel, you just may end up buying some of the items that are for conveniently for sale in the food court).
