I don't think so, DVC cut room inventory down by a decent amount by taking away 3 longhouses (2 of which were the biggest. Maybe all 3 were? I don't really know how big Rapa Nui was) Now with higher demand for the garden views Disney could just charge more for those. If you create a pool view category than they really diminish the rooms available for garden view. Especially if pool view would include both the main pool and east pool.
I bet they will at some point, after all the construction is over. I know if it has crossed my mind, it has crossed theirs as well. It will create more revenue.
With Samoa being one of the most requested longhouses, especially the pool side, I think they will take note.
