Pool Party

Does disney allow you to rent out an area with a pool or near a pool to have a party?

Disney doesn't really rent out the pool areas at the hotels (unless you want to do a catered event at Stormalong Bay) - of the pool parties I've read about, the group just sorta showed up there and brought their own food. As long as you're respectful of other guests, it shouldn't be a problem.

We can't afford an official welcome party/rehearsal dinner. We are staying at Caribbean Beach Resort, and last month we stopped by and told them we would be honeymooning there in May and would like to have a small (20 people max) get together by the pool the night before, and that we would be providing our own food. They said yes.
