Is there currently a fence at the poly Beach to keep people out of the water? Also I've heard that there's an area for just club-level guest at the beach to view the fireworks is that correct?

Yes but it's a low netted fence and won't obstruct your view.

For a visual reference, you can see the fencing in this picture. As noted above, the CL reserved area on the beach is only set up for the special New Years and July 4th shows.
