Does this mean that 70 points will expire on March 31, 2011?

Yes, that's what it appears to say. Evidently 48 points were borrowed in the April 2009 UY. And there were points left in April 2009 (70 points) that were banked. So in your April 2010 UY, you still have 102 points left. And the 70 points will expire on 3/31/11.
